1. ORGANISATION.
The Stopover Buenos Aires Programme (the “Programme”) is an international tourism promotion initiative for the Autonomous City of Buenos Aires, developed by VISIT BUENOS AIRES, a non-state public entity created by Law No. 6,278 —as consolidated by Law No. 6,764—, tax identification number (CUIT) 30-71699080-6, with its address at Charcas 5258, floor 3, office 301, Autonomous City of Buenos Aires (“VBA”), in collaboration with the airlines that offer their passengers the possibility of a Stopover in the Autonomous City of Buenos Aires under the Programme (the “Participating Airlines”), which are identified on the Portal. The Programme’s benefits catalogue is published at https://stopover.visitbue.app (the “Portal”), administered by VBA.
2. DEFINITIONS.
For the purposes of these Terms and Conditions:
a) Eligible Stopover: a passenger’s stay in the Autonomous City of Buenos Aires for more than twenty-four (24) hours between arrival at Aeroparque Jorge Newbery (AEP) or Ministro Pistarini International Airport (EZE) and departure of the next flight on their itinerary, where Buenos Aires is not the final destination, on the same ticket issued by a Participating Airline during the Ticket Issuance Period specified in clause 5, with the Stopover included in the original booking. The Stopover is governed by the rules of the purchased fare and the other conditions established by the Participating Airline and disclosed during the booking process on its website.
b) Passenger: the natural person holding a ticket issued by a Participating Airline that includes an eligible Stopover.
c) Provider: an establishment or company that has formally joined the Programme and offers a Benefit.
d) Benefit: a discount, promotional rate, complimentary amenity or other advantage offered by a Provider to Passengers.
e) Listing: the description of each Benefit published on the Portal, including its specific conditions.
3. NATURE OF THE PROGRAMME AND SCOPE OF VBA’S ROLE.
The Programme is informational and promotional. VBA acts solely as an institutional promoter of the Benefits offered by Providers. It does not organise or operate travel, act as a travel agency or intermediary in booking or contracting tourism services, sell services, charge or receive payments from Passengers, or become a party to contracts entered into by Passengers with Providers or Participating Airlines.
Access to the Portal and participation in the Programme are free of charge for Passengers. VBA receives no commission or other consideration from Providers for promoting the Benefits.
Air transport, including the availability, conditions, cost and any charges for the Stopover, is determined and provided exclusively by each Participating Airline, in accordance with its contract of carriage and general conditions.
4. BENEFICIARIES.
Passengers who demonstrate an eligible Stopover under clause 7 may access the Benefits. An airline connection alone, browsing the Portal or holding a ticket with Buenos Aires as the final destination does not in itself establish eligibility. Tickets issued outside the Ticket Issuance Period and tickets changed after issuance to add the Stopover are also excluded.
Unless expressly stated in the Listing, Benefits apply to Passengers of all Participating Airlines.
Coverage for accompanying persons, minors, number of rooms or groups will be as stated in each Listing. In the absence of an express statement, the Benefit applies only to the Passenger whose eligibility has been verified.
5. VALIDITY.
The Programme comprises: (a) a ticket issuance period, during which tickets with an eligible Stopover must be issued, from 1 October 2026 to 31 March 2027, both dates inclusive (the “Ticket Issuance Period”); and (b) a benefit use period, during which the Stopover must take place to access the Benefits, from 1 October 2026 to 30 April 2027, both dates inclusive (the “Benefit Use Period”). Stopovers taking place outside the Benefit Use Period do not give access to the Benefits, even if the ticket was issued within the Ticket Issuance Period. For Participating Airlines joining later, the Programme will apply from the date announced on the Portal. Any extension of validity will be announced on the Portal and in these Terms and Conditions before the existing period expires.
Within the Benefit Use Period, each Listing may establish its own booking or purchase dates and dates of use, applicable days and times, excluded dates and capacity limits.
6. BENEFITS COVERED.
The catalogue may include Benefits for accommodation, dining, experiences, activities and transfers, such as discounts, promotional rates, complimentary amenities and stay-related advantages (for example, early check-in or late check-out), within the scope specified by each Provider. There is no single discount percentage for the entire Programme.
Each Benefit Listing forms part of these Terms and Conditions and states, at a minimum: the Provider; the service covered; the specific advantage and the basis for its calculation; validity; capacity limits, if any; exclusions; how eligibility is verified and the Benefit accessed; and the contact channel. Benefits marked “próximamente”, “coming soon” or equivalent wording are not available for use.
7. PROOF OF ELIGIBILITY AND ACCESS.
To access a Benefit, the Passenger must present to the Provider: (i) proof of the electronic ticket issued by the Participating Airline, showing the issue date, the arrival date in Buenos Aires and a later departure date from Buenos Aires to another destination; and (ii) an identity document or passport in the same name as the ticket holder. When the destination service is booked before travel, the proof specified in item (i) is sufficient, without prejudice to verification when the service is provided.
The Passenger must state that they are requesting a Programme Benefit when booking, purchasing or, at the latest, before consumption, and follow the channel stated in the Listing (direct booking, the Provider’s website, promotional code or presentation of documentation). The Provider may decline to grant the Benefit if the eligible Stopover is not demonstrated in the prescribed manner.
Selecting an airline or a Benefit on the Portal does not constitute a booking, purchase or payment.
8. SPECIFIC CONDITIONS, PRICE AND TAXES.
Before contracting, the Passenger may obtain from the Provider the rate on which the Benefit is calculated, the final price including taxes and mandatory charges, inclusions and exclusions, the number of persons covered and the requirements for booking, payment, changes and cancellation.
Unless expressly stated in the Listing, Benefits do not cover taxes, fees, third-party charges or the Urban Use Fee established by Law No. 6,278, where applicable.
Restrictions on combining Benefits with other promotions, payment methods, number of uses or application to pre-existing bookings apply only when clearly disclosed in the Listing in advance.
9. BOOKING, PAYMENT AND SERVICE PROVISION.
The booking, contracting, payment and provision of each service are managed directly with the Provider through the channels stated in the Listing. The Portal does not process bookings or payments. The Provider will supply the Passenger with confirmation, a receipt and the applicable conditions. Access to the catalogue does not in itself include free accommodation, meals, admission tickets, excursions or transfers, or automatic booking of those services.
10. CHANGES, CANCELLATIONS AND DISRUPTIONS.
Changes, cancellations, no-shows and refunds for services at the destination are governed by the conditions disclosed by the Provider before contracting and by applicable law. Flight changes, delays or cancellations must be handled with the Participating Airline. Passengers are advised to inform the Provider promptly of any itinerary change affecting a booking.
11. RESPONSIBILITIES.
Each Provider is solely responsible for the truthfulness and accuracy of the information about its Benefit, fulfilment of the published offer, provision of the service and handling related complaints. Each Participating Airline is solely responsible for air transport and the conditions of its Stopover.
VBA publishes the catalogue based on information supplied by Providers and Participating Airlines and, as administrator of the Portal, will take reasonable steps to keep it up to date.
Nothing in this clause limits the Passenger’s rights under consumer protection legislation.
12. SUGGESTED ITINERARIES AND TRAVEL CONDITIONS.
The suggested 24, 48 and 72-hour itineraries are guidance for planning a visit. They do not constitute tourism packages, bookings or included admission tickets, do not guarantee availability and do not determine the duration of the Stopover permitted by Participating Airlines.
The Passenger is responsible for complying with immigration, health and documentation requirements for entering and leaving the Argentine Republic, and for allowing sufficient time for transfers and arrival at the airport. These Terms and Conditions do not grant airline benefits (such as a free Stopover, exemptions from fees or taxes, additional baggage or changes without charge), which are governed exclusively by each Participating Airline’s conditions.
13. ADDITIONS, REMOVALS AND CHANGES TO THE CATALOGUE.
Providers may join or leave the Programme, and VBA may suspend or remove Listings; these changes will be reflected on the Portal. If a Participating Airline ceases to participate in the Programme, this will be announced on the Portal, and Passengers whose tickets were issued beforehand will retain access to Benefits in force during their Stopover. Removals or changes will not affect Benefits already contracted or bookings previously confirmed, which the Provider must honour under the conditions in force at the time of confirmation.
14. ENQUIRIES AND COMPLAINTS.
Enquiries about the Portal and publication of the catalogue may be sent to VBA at [email protected]. Enquiries and complaints about bookings and services at the destination must be directed to the Provider through the channel stated in the Listing. Enquiries about the ticket and Stopover must be directed to the Participating Airline through the official channels on its website. This allocation of channels does not limit other legally available avenues for complaints.
15. PERSONAL DATA.
Browsing the Portal does not require Passengers to provide personal data. Browsing data recorded by the Portal will be processed by VBA as controller in accordance with Law No. 25,326 and the Privacy Notice available at https://stopover.visitbue.app/privacidad. Data that Passengers provide to Participating Airlines or Providers are governed by their respective policies.
Data subjects have the right to access their personal data free of charge at intervals of no less than six months, unless a legitimate interest is demonstrated, as established in Article 14, paragraph 3, of Law No. 25,326. The Argentine Agency for Access to Public Information, as the supervisory authority under Law No. 25,326, is empowered to address reports and complaints submitted by persons whose rights are affected by non-compliance with the rules in force on personal data protection.
16. INTELLECTUAL PROPERTY.
The trademarks, logos, images and content of the Portal belong to VBA, the Participating Airlines, the Providers or their respective owners and are used with their permission. Their publication on the Portal does not grant users any licence or rights over them.
17. LANGUAGE.
These Terms and Conditions are published in Spanish, English and Portuguese. In the event of any discrepancy, the Spanish version prevails.
18. APPLICABLE LAW.
These Terms and Conditions are governed by the laws of the Argentine Republic and will be interpreted in accordance with the non-waivable consumer rights established by Law No. 24,240 and the Argentine Civil and Commercial Code, without prejudice to any applicable consumer protection rules. The specific conditions of a Listing may not restrict those rights. No exclusive jurisdiction is imposed to the detriment of the consumer.
